At 20:30 of March 11, after the six months of comprehensive training, 12 members of the 23rd Chinese Medical Team to Mozambique assembled at Shuangliu Airport for a one-and-a-half-year medical assistance mission. The team members were from West China Hospital, Sichuan Provincial Hospital of Integrated Traditional Chinese and Western Medicine, Sichuan Provincial Orthopedic Hospital and hospitals from Deyang City, Luzhou City, and Ziyang City, etc. Dr. Liao Banghua of the Department of Urology and Deng Xiangbing of the Department of Gastrointestinal Surgery from West China Hospital were selected in the team. Dr. Liao Banghua also served as the captain of the team.

On February 23, WCH held a farewell meeting for Dr. Liao and Dr. Deng. Vice President Liu Lunxun said that he hoped that the two doctors would attach great importance to the national aid strategy to Africa, not only provide help in medical technology, but also promote integrated development of local medical treatment in an all-round way. At the same time, they must be psychologically prepared. The local conditions are difficult and the culture is different. He hoped that the two doctors will keep a positive and optimistic attitude and must take safety precautions. Finally, he thanked the two doctors and the departments for their support to WCH's aid to Africa.

The two doctors said that they have already formulated some good ideas for the upcoming mission in Africa. They will learn from the advanced experience of the previous teams and cooperate with the local hospitals in teaching and hospital development.
